Master of Public Policy, International Program (MPP/IP)

Programme overview

The Master of Public Policy, International Program (MPP/IP) is the English-medium, two-year professional master's programme of the Graduate School of Public Policy (GraSPP) at the University of Tokyo, based on the Hongo Campus in central Tokyo. It is an interdisciplinary professional degree built on a core of law, politics and economics, complemented by case studies and practical training, and aimed at current and future public policy professionals. Applicants choose one of two policy streams — Economic Policy, Finance and Development (EPFD) or Public Management and International Relations (PMIR) — and apply under one of two admissions categories, fresh graduates and early career professionals (under two years of full-time work experience) or professionals (at least two years). Selection is a two-stage holistic review: a document screening of all applicants, including an online timed video/written assessment, followed by an online oral examination for shortlisted applicants. Around 65 places are offered each year, about 20 of them for partner programmes. Students may take courses across other University of Tokyo graduate schools and may join exchange or double degree programmes with 15 partner institutions including the Global Public Policy Network schools, the CAMPUS Asia Plus programme and the GraSPP–Sciences Po dual degree.

MPP/IP is a two-year professional master's programme within GraSPP. Its core curriculum is multidisciplinary, consisting of law, politics and economics, and is complemented by case studies and practical training courses. GraSPP's overall curriculum is organised into four course types — Basic, Topics, Practical Training and Case Studies. Every applicant chooses one of two policy streams, Economic Policy, Finance and Development (EPFD) or Public Management and International Relations (PMIR), and the stream determines which sets of Law and Political Science courses and Basic Economics course sets must be completed. Completion requires at least two years of enrolment and at least 46 credits, including stream-specific requirements, a minimum of 8 credits of GraSPP case studies, a minimum of 4 credits of Practical Training and a minimum of 28 credits of courses taught in English. Up to 8 credits may be taken at other University of Tokyo graduate schools, faculties or the Center for Global Education and counted toward the 46.
