Year 1 Students enter the programme in October (or, for the restricted April intake, in April) and begin the multidisciplinary core in law, politics and economics for the policy stream they chose at application. The Basic Economics course sets (microeconomics, macroeconomics, statistical methods / econometrics) and the compulsory-elective Law and Political Science courses sit at the foundation of the first year, alongside Case Studies and Practical Training courses. No more than 38 credits may be registered in a single academic year, so students spread the 46-credit requirement across the two years. GraSPP does not publish a semester-by-semester map for MPP/IP; the requirements below are the stream requirements as published in the AY2026 Completion Requirements, from which the first-year load is drawn. EPFD stream — Law and Political Science courses (6 credits) PMIR stream — Law and Political Science courses (10 credits) EPFD stream — Basic Economics courses (12–15 credits) PMIR stream — Basic Economics courses (8–10 credits) Case Studies offered by GraSPP Practical Training courses Topics courses and courses at other University of Tokyo graduate schools Year 2 The second year completes the stream requirements and the cross-cutting minima (8 credits of Case Studies, 4 credits of Practical Training, 28 credits of courses taught in English) and is where exchange, double degree and CAMPUS Asia Plus mobility, internships and — for ADB-JSP, JJ/WBGSP and IMF-JISPA scholars — the required research paper or thesis normally fall. Completion requires enrolment of two years or longer and at least 46 credits in total. Incoming double degree students may transfer up to 23 credits from their home university and count one year of home-university enrolment toward the GraSPP enrolment period.
